The schools belong to the parents that send their children there, so a turnaround can happen with simply enough parents choosing to take ownership of their local schools. It's an inspiration, really. I've always said about my own neighborhood that if enough people would decide to send their kids to the public school, then all the parents would throw themselves into volunteering and supporting the school, it could start a positive movement.
